Steep saffron in 2 tbsp warm water.
Fry onion, garlic, and peppers in oil 5 minutes. Add tomatoes and paprika.
Add rice, stir 2 minutes. Pour in stock and saffron. Bring to a boil.
Arrange seafood on top. Cook uncovered 18โ20 minutes. Rest 5 minutes before serving.
